The number depends far more on what you ask for than on who you ask. What drives software development cost in Dubai

Every quote is a function of eight variables. If a proposal does not address them, it is a guess.

Scope. The biggest driver by a distance. Ten clearly defined user stories cost less than four vague ones, because vague requirements get built twice. A written scope before the first line of code is the cheapest thing you will buy on the project.

Screens and user roles. Each screen means design, front end, back end, testing and edge cases. An app with three roles (customer, staff, admin) is three products sharing one database.

Integrations. Payment gateways, SMS and OTP providers, accounting software, CRMs, ERPs, maps, government portals. Each has its own documentation, sandbox and failure modes. Budget per integration, not per project.

Platforms. Web only is cheapest. iOS and Android together on a cross-platform framework such as Flutter or React Native costs modestly more. Two native codebases roughly double the mobile effort. Design. Reusing a proven component library is fast. Bespoke UI/UX with brand work, animation and Arabic right-to-left layouts adds weeks. Decide before you ask for a price.

Team seniority. Senior engineers cost more per hour and less per feature. A cheap junior team whose work you have to rebuild is the most expensive option in the market.

Timeline. Compressed deadlines mean more people in parallel, more coordination and more risk. A realistic timeline is usually cheaper than a fast one.

The costs that are not in the quote

A development quote covers building the software. Running it costs money too, and these items surprise first-time buyers every year.

  • App store accounts. Apple's developer programme is an annual fee and Google Play is a one-off registration. Both companies review apps before listing, and a rejection can add a week or two. The accounts should be in your company's name, not the agency's.
  • Hosting and infrastructure. Cloud hosting on AWS, Azure or Google Cloud, a domain, SSL, backups, monitoring and staging. Small products cost tens of dollars a month; heavy traffic or large databases cost hundreds or thousands. Our cloud and DevOps team sizes this during scoping.
  • Third-party APIs and subscriptions. SMS and OTP messages, payment gateway fees, map loads, email delivery, WhatsApp messaging charges from Meta, analytics and support tools. Usage-based, so they grow with your success.
  • Maintenance. Operating systems update every year, libraries need security patches and your business will change. Plan a maintenance budget from day one, typically a monthly retainer or a block of hours.
  • VAT. UAE VAT is 5% on invoices from UAE-registered suppliers. Check whether a quote is inclusive or exclusive.
  • Your own time. Someone on your side has to answer questions, test builds and sign off, or delivery slows.

How to get an accurate quote

  1. The users and what each must be able to do.
  2. Every screen, named, with a one-line description.
  3. Every integration, with a link to the provider's documentation.
  4. Platforms: web, iOS, Android, or all three.
  5. Data and compliance requirements: what personal data you hold, where it is stored, who needs access.
  6. What is explicitly out of scope for version one.
  7. A launch date and the reason behind it.

With that document, a competent vendor can give you a fixed price and a dated plan. Without it, you will get a range, and the final number will land at the top of it. Why fixed price beats hourly for a first release

Hourly billing puts all of the estimation risk on you. The vendor is paid the same whether a feature takes three days or ten, and every scope question becomes a billable meeting.
