Hire dedicated developers in Dubai: costs, contracts, IP and management

To hire dedicated developers in Dubai, you contract a software company for named engineers who work only on your product, full time, billed monthly, directed day to day by you and backed by the company's QA process and replacement cover. It sits between project outsourcing, where you buy a fixed deliverable, and in-house hiring, where you take on employees, visas and a recruitment cycle. For a UAE business with a roadmap longer than a few months and no engineering department yet, it is usually the fastest way to get a stable team working.
What a dedicated team is, and what it is not
Businesses that want to outsource software development in Dubai usually mean one of four things.
Dedicated team. A software company assigns specific engineers (plus a designer, QA engineer or project manager if needed) to you on a rolling monthly term. They work only on your backlog, in your tools, in your hours. You direct the work; the company handles employment, replacement and quality process. This is Qantara's dedicated teams service.
Project outsourcing. You buy an outcome: a written scope, a fixed price, a dated timeline and a handover. The supplier carries the delivery risk. This is Qantara's custom software development model, right when you know what you want built and when.
In-house hiring. You recruit, sponsor visas, pay salaries and benefits, and manage careers. Maximum control, maximum fixed cost, slowest to start and to change.
Freelancers. Individuals on hourly or per-task terms. Fast and cheap for small pieces; no continuity, no cover, and IP only as strong as the individual's paperwork.
A dedicated development team in the UAE solves a specific local problem: senior engineers are expensive and slow to hire, and every hire is a visa, an insurance policy and a gratuity liability.
When to hire dedicated developers in Dubai
A dedicated team is the right call when most of these are true:
- The product will need engineering work for at least six months, and the roadmap will change.
- Someone on your side can own the product: set priorities, answer questions, accept work. They need not be technical, but they must be available.
- You need to start in weeks, not months.
- You want to add a developer before a big feature and scale down afterwards, without building an engineering department in Dubai yet.
It is the wrong call when the work is a single deliverable with a clear end (use a fixed-price project), when nobody on your side can make decisions weekly (start with consultancy to get a scope and a roadmap first), or when the work is a few days a month (use a support retainer or a freelancer).
Our longer comparison of dedicated teams versus in-house hiring goes deeper into the trade-offs.
What it costs compared with hiring locally
Comparing a monthly team rate with a monthly salary is the mistake most buyers make. The salary is the visible part. To cost an in-house developer in Dubai honestly, add:
- Visa and residency. Employment visa, Emirates ID and medical test, sponsored and paid by you, renewed every two years.
- Mandatory benefits. Health insurance is compulsory for employees in Dubai. End-of-service gratuity accrues under UAE labour law. Leave, public holidays and sick days are paid time you fund.
- Recruitment. Agency fees or your own time on screening and interviews. Then the candidate's notice period, 30 to 90 days under UAE labour law, then visa processing, then onboarding.
- Management overhead. One-to-ones, reviews, tooling, cover during leave, and a fresh search when they resign.
A dedicated team bundles all of that into one monthly figure. The engineer is employed by the software company, replaced by the company if they leave or underperform, covered by the company's QA process, and scaled up or down with a month's notice rather than a termination.
For a reference point, Qantara's public hourly rate on Upwork is $65 per hour. At around 160 working hours a month, that is roughly $10,400 (about AED 38,000) for a full-time engineer month at the hourly rate. Dedicated teams are quoted monthly, per role, after a short conversation about skills, seniority and commitment length. Compare that with your fully loaded in-house cost, not the salary alone.
If your data must stay in the UAE or your customers are in Europe, factor in the PDPL and GDPR requirements as well.
How the contract should read
A dedicated team agreement is a services contract, not an employment contract. Check it for these clauses and ask for any that are missing.
- Monthly terms. A rolling monthly commitment per role, with the rate fixed for an agreed period.
- Notice period. Thirty days on either side is standard and fair.
- IP assignment. All work product, code, designs, documentation and data belong to you on creation, or at the latest on payment. Look for "assigns", not "licenses", and for a clause covering any pre-existing supplier components.
- NDA and confidentiality. Signed before you share anything, binding on the company and each named engineer, surviving termination.
- Replacement guarantee. If an engineer leaves, is unavailable for an extended period or is not performing, the company replaces them within a stated number of days at its own cost, with handover time included.
- Repositories, environments and credentials in your accounts from day one.
- Data protection. Reference to the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) and, if you serve European customers, GDPR.
- Non-solicitation both ways, and exit terms. Documentation kept current throughout, a knowledge-transfer period inside the notice, no exit fees.
Qantara's standard terms already put the client in ownership of the code, repositories and credentials, with an NDA on request. Ask any supplier, Qantara included, to put every point above in writing before the first invoice.
Four ways to get engineers, compared
| Dedicated team | Project outsourcing | In-house hiring | Freelancers | |
|---|---|---|---|---|
| What you buy | Named engineers, monthly | A fixed deliverable | Employees | Hours or tasks |
| Who directs the work | You | The supplier, to a scope | You | You |
| Time to start | Weeks | After scoping | Months (recruit, notice, visa) | Days |
| Cost structure | Monthly per role | Fixed price | Salary plus visa, benefits, gratuity, recruitment | Hourly; variable |
| Scaling up or down | Monthly notice | New scope and quote | Hire or make redundant | Easy, but no continuity |
| IP and code ownership | Assigned in contract | Assigned on handover | Yours by employment | Only if the contract says so |
| Best for | Ongoing product work with a changing roadmap | Defined builds with an end date | Core long-term capability | Small, bounded tasks |
How to run the team
A dedicated team fails for the same reason an in-house team fails: nobody owns the product. Set these up in the first fortnight.
A product owner on your side. One person who holds the backlog, makes priority calls and accepts finished work.
A visible backlog. Jira, Linear or Azure Boards, with every task written so an engineer can start it without a meeting.
Weekly demos. Working software, on a shared screen, every week. It is the single most effective control you have. Qantara runs weekly demos as standard.
QA gates. Nothing reaches production without code review, automated tests and a QA check.
Tooling in your accounts. Repository, CI/CD pipeline, cloud environments, monitoring. If you need this stood up, Qantara's cloud and DevOps service does it as part of onboarding.
Working hours and channel. Agree the overlap, the channel (Slack, Teams, WhatsApp) and a response expectation. Qantara's teams work with full working-day overlap with the GCC and Europe.
Documentation and a monthly review. Architecture decisions, environment setup and runbooks kept current, plus a monthly look at what shipped, quality, what is next and whether the team size is right. That review is where you scale up or down.

Frequently asked questions
How quickly can I hire dedicated developers in Dubai through a software company?
Typically within weeks of agreeing roles and terms, because the engineers are already employed, vetted and working inside a delivery process.
Do I own the code the dedicated team writes?
You should, and the contract must say so: an assignment of all work product to you, with repositories and credentials in your accounts from day one. Qantara's terms already work that way.
Can I start with one developer and grow?
Yes, and it is a sensible way to test the working relationship. Start with one or two engineers on a real piece of work, run weekly demos, then add roles as the backlog justifies it.
What if a developer on the team is not working out?
Say so early. A proper agreement includes a replacement guarantee: the company swaps the engineer within a stated period, at its own cost, with handover time built in.
The short version
To hire dedicated developers in Dubai without taking on the payroll, contract a software company on monthly terms, insist on IP assignment, an NDA, a replacement guarantee and a 30-day notice period, keep every repository and credential in your own accounts, and run the team with a product owner, a backlog, weekly demos and a QA gate.
